City of Baltimore Extends Partnership with Skyline Technology Solutions to Strengthen CitiWatch Network and Modernize Public Safety Infrastructure

Glen Burnie, MD — January 2026 — The City of Baltimore has awarded Skyline Technology Solutions (Skyline) a five-year, $13 million agreement to maintain, modernize, and expand CitiWatch, the City’s public safety camera network that provides real-time video coverage to support law enforcement operations and emergency response, through 2030.

The new agreement builds on Skyline’s four-year record of sustaining 98 percent camera uptime across the City’s CCTV network, a capability that supports public safety, emergency response, and community confidence. Under this contract, Skyline will continue to provide support for the City’s 868 cameras while replacing aging infrastructure and preparing for strategic expansion coordination with the Baltimore City Office of Information and Technology , the Baltimore Police Department, and the Housing Authority of Baltimore City (HABC).

“Baltimore is investing in a more resilient, efficient public safety infrastructure,” said Skyline’s Chief Operating Officer, Christa Stolarik “By improving reliability and leveraging existing fiber assets, the city is ensuring critical systems perform when residents and first responders need them most. We’re proud to continue this important work alongside Baltimore’s technology and public safety teams.”

The agreement’s scope includes infrastructure upgrades, remote network monitoring, and integration of new cameras for city agencies and community spaces. Planned improvements will provide updates across 148 camera locations, supporting broader modernization efforts throughout the City. By remotely monitoring system health and reducing the need for onsite visits, Skyline and the City aim to improve response times, extend the network’s lifespan, and minimize operational costs.

Aligned with the Moore-Miller Administration’s State Plan for Safer Communities, the CitiWatch modernization effort reinforces Baltimore’s commitment to data-driven safety investments that connect agencies, protect neighborhoods, and build community trust.
